I had decent luck with Express on my phone. Cell data is really shitty though...like 128k. This was a little less than 2 years ago....

Unfortunately, everything cheap sucks in my experience. We tried a few different ones and finally settled on a Fire tablet (also sucks). My son's old Nexus 7 is better than anything out under $500....
