In this case I don't think "underrated" really has much to do with actual rating or whether they are liked by those who are familiar with them. There may be a bit of figurative language at play. Of course terms like underrated and overrated have been muddied to the point where they're fairly meaningless anymore.

Typically:

Underrated = "I like them but most people don't know who they are"

Overrated = "I hate them but everybody else seems to love them"

I don't really get this choice of venue. If there was ever a barroom atmosphere band, it's Horton. It's like an avant garde jazz quartet playing at a honky tonk.

Sweet had a much deeper and more solid repertoire than most people know. When they made the shift from being a quasi-glam ChinnyChap vehicle to legit hard rock band they kind of screwed up and succeeded at the same time. It's a shame but there was just too much heavy rock competition during that era and they couldn't escape their rep as a pop group. Even though they left a lot of those other bands in the dust artistically.
