I thought MS was number one per capita as well but it is LA. Here is a link with the number of players on NFL rosters from each state and then someone at the bottom in the comments section did a per capita if you are interested.

Jonathon Banks I believe was even a 2 star on some website. Thorpe winner and starting rookie year at CB even though it was Tampa Bay lol
