It's definitely not a bad place, just blowing up super fast and not the sleepy cane field town it used to be. I'd still rank it near the top of places to live in this state, but it's getting full.

For real. How does one not go to Walmart and not expect to encounter a high level of trashiness. There's a reason we pay to shop at Costco. If you don't want to smell garbage, don't hang out at landfills.
Hard to say. They just announced a 1600 home development by the sports complex, and Sugar Mill Pond is building out all the way to Savoy. It's odd I guess in that no one that lives here works here so it's pretty empty during weekdays. Restaurants can't make it without a lunch crowd, so it's kind of a revolving door. No real business has moved in other than bars/restaurants and boutique stores.
I don't think they ever typically charge for them. You can also do the course online as well. LINK

I was born before the cut off date but I still took the online course a few years back. It's a lot of information, highly recommend it.
