Yes. On the playback you can see the safety clapping his hands. Now, that doesn't necessarily mean they were cheating or doing anything wrong at all. When there is a lot of noise the secondary will sometimes clap their hands to get other members of the secondary's attention so they can change the call in the secondary.

However, there are times when somebody on the defense will do that intentionally to mess the offense up when the offense is going on the clap. We were going on the clap and the safety was clapping his hands, so a penalty should have been called on the defense. It is up to them not to interfere with the offenses play calling.
