Why doesn't A&M claim the 2012 Women's T&F Championship?

I researching some LSU stuff this weekend for another thread and it says they vacated their 2012 Outdoor Women's title because of cheating with performance enhancing drugs.
Our women finished 2nd and it would have been their 4th straight title had they won.
