Yes.
Because the NCAA is a joke, and since it can't enforce shite when it comes to rampant cheating -- it will invent violations where none exist, and/or single out one of the smaller schools (like Ole Miss) to try to make an example of, to scare the rest of the schools.
My personal belief is the NCAA doesn't care about cheating. It only needs to keep up the illusion it cares about cheating, so it can keep making money.
The NCAA is going to be doomed ultimately, since it is not equal in its administration of punishment. State legislatures are starting to get involved with the process, and it's only a matter of time before states pull the universities out of the NCAA itself and a new governing body for universities is created.
College sports is a billion dollar industry. When the NCAA starts screwing with revenue and so on, state legislatures will have a vested interest in their success. Which the screwball NCAA and their wacky judgement practices can undermine.
