It's mainly because Scout constantly ranks state higher and OM lower. Whether Rosebowl effects the rankings or not you have to see where the conspiracy theory at least has a source of conspiracy

I believe its that CB from Philly your thinking of, (Montrell Jordan)? Someone told me he ran shitty at camp and it cost him. I can't remember who told me that but they also said State, Ole Miss, and USM were offering until then.
