Seems part of the market works that way... but last year UGA signed a 4-star transfer who was the #81 recruit in his class at QB without offering him any guaranteed NIL money. He's our 3rd string.

Mensah was a composite 2-star recruit ranked over #2000 in his class who threw for 2700 yards this season (208 yards per game). Decent 22-6 TD to INT numbers. 1 rushing TD and 130 rushing yards.

I think there's still a market where talented players are available without throwing millions at them. For some reason there are programs who are hooked on throwing millions at mediocre prospects though.
