Pretty sure they rank classes based on the top 20 commits, since we only have 15, we're kinda at a disadvantage, just saying.

Tennessee has a higher average player ranking. Fact. Florida has MORE recruits. Tennessee has higher QUALITY recruits. Really not that difficult to comprehend.
