Here is the reason this is even an issue: Texas WR Mike Davis "Guns Down" @ Texas Tech 15-yard penalty
Texas rightfully said "WTF Big 12, teams do horns down all the time, and you call this on us?"
That of course morphed into "Texas can't handle horns down."
