It definitely did but the person working the clock has 0.1 seconds to respond, that would be tough

who knows...plus the ref "acknowledging" the time out is bull shite

If they can award TO in football after the fact, and put time back on the clock on out of bounds plays, then they should be able to put time back on clock for TO in basketball too
