Besides the obvious answers like neither, never in our lifetimes, it'll be 100 years, etc, I would go Arkansas. They have Wal-Mart money, top notch facilities, and a nice bar scene. CBP has shown that the right guy can win there, hell he took them to a BCS game for goodness sakes.
State has nothing. They are out in bumblefrick mississippi, there is nothing to do, it's not pretty, they're in mississippi, lower tier stadium, and they have no tradition whatsoever as a program. It is going to take someone who REALLY wants to turn a program around (like Mullen for instance, but somebody better than mullen) for them to even think about a national title.

Arkansas would have the better chance... Chance of winning a NC next 20 years
1) Alabama/LSU (both will)

If AU wouldn't have bought Cam and Cam had gone to MSU, both AR and MSU would have had a good shot to win one last season.

But that didn't happen. If Herschel had stayed his senior year the all time rushing record would be untouchable for the rest of cfb history. But he left, so oh well.
