I'd say you'd have to claim at least 14 national championships and come from the South. That darn reckon is a dynasty.

I am thinking three criteria have to be met in order to claim a college football department is a dynasty:
1. Have to claim 18 national championships in a 10 year period
2. Have to claim 18 victories in a season where only 14 game were played
3. Have a fan base with their heads so far up their asses they cannot see that when they are having sex it is with their kin

with the way college football is trending--coaches bouncing around, conferences in flux, players leaving early--i don't think we will ever see a true, individual school dynasty anytime soon.
the closest thing to a dynasty that college football has now is the sec as a whole for the last 10 years or so.
