Considering your complete misunderstanding on what kind of emotion "anger" often is, its safe to assume you arent well versed on any subject, but you would never admit it.
Its the presidents duty to lead the nation in times of national crisis considering he is the "commander in chief". Its the 21st century. Like it or not, the president's role has evolved into being what is essentially a crisis manager. That is the expectation. He needs to lead, and coordinate govt responses.

It can be a secondary emotion, but its often a primary emotion.
