I'm just looking at the DB having left his feet and touching the WR.. that's going to effect the WR eventually, the question is when. If the ball wasn't tipped.. wouldn't that be PI?

The bottom line is that the CB's right arm may or may not have been wrapped around the receivers waist. From the picture it looks like interference, but you can't make a proper conclusion unless you see video evidence.
