We've had several who should've won it and one or two that were just as egregious as what happened to Peyton but Peyton sealed it. There's a rule somewhere in the fine print that no player from Tennessee is allowed to win the Heisman.

It has never meant anything. Has it ever actually been won by "the best player in college football"? Probably not.
