This is the equivalent of if the State of Tennessee made it illegal to enforce a salary cap on a professional sports team in the state. The NFL would laugh and prohibit the Titans from operating there or vote to remove the franchise from the league.

It's already happening nationwide with NIL -- this is the same thing Texas and NY are doing. It's politicians pandering because there's no consequences to them personally and everything to gain by 'standing up' to an organization everyone hates.
State lawmakers and AGs see this as an issue they can't lose on because voters will never punish them on it and may well reward them for wasting everyone's time saber rattling against the NCAA.
When one of them finally does go through with it and the courts rule in the NCAA's favor it will fade away but right now politicians are enjoying the free punching bag and goodwill they can earn by using it.
