No. They are not top tier but they are a decent team. Kinda like Mizzouri. Both were 3 point wins on the road.

Is SCAR a decent team too then? Or a top tier team? Or another level between the 2?

Based on these 2 games, Carolina is a little better than both. We played most of both games with our backup QB. Honestly I would say Missouri is better than UCF, but not by as much as you probably think.
