Georgia has some of the most lax gun laws in the country - which I greatly respect. Also, they have a peaceable journey law which allows you to transport and carry, in your vehicle, without a permit.
But, if the two perps were pulled for any viable offense, and during the course of the interview were found to have anything that might give probable cause for a search, then the officer was well within his rights to do what he did imho.
