I don't really know the rules to the game but I assume there are no penalty flags.
In rugby, that is just saying hello. If no one is taking a swing at you by the end of the match then you are not playing the game well.

The first linked fight (FSU @ UF) was "The Swindle in the Swamp" game. This game resulted in 2 things: 1) ACC refs would never again be allowed to work a game in Gainesville, 2) The horrible calls were a major factor in the decision to institute video review in CFB.
