I don't have the rulebook in front of me, but I thought there was an exception for 15 yard vs 5 yard penalties.

Actually, the person with the best view in the country would have been in the replay booth. They can slow it down and take it frame by frame if need be and have it from several angles on High Definition.

I don't see a better view than what that official had. At best, it's a subjective opinion that differed between two officials, and depending on what school you went to.

Leaves it up to the replay ref, who has the best look of the play, to confirm, as the rules tells him to do.

Yes, he was a non factor most of the game until the third. It was 17-7 OSU and McGahee goes on the ensuing drive…
6yds; 10yds; 10yds; 9yds; Touchdown to make it 17-14.
He got hurt shortly thereafter which was an huge momentum swing as OSU had stuffed him all game only to finally loosen up. His backup had a horrible fumble.

But I still don't see why a 15 yard penalty would have been called. It is perfectly ok to hit a receiver about to make a catch as long as it is not crown of the helmet to helmet.
Also, with Harrison being an ineligible receiver it would have been waved off anyway.
