I agree with you. it appears as if they are pending on his staying out of trouble for the next year.
In the OP's defense the headline of the story says:
Charges against Georgia's Rara Thomas dismissed after WR reaches deal resolving alleged dorm altercation
which is misleading, at best. It doesn't appear as if they are dismissed at this point.....but media. What can you say?
