Nebraska is #5 for sure, they have no recruiting base and have been mostly average and bad for 2 decades now aside from maybe a couple of above average seasons sprinkled in before they left the Big 12. Great facilities and fanbase though, I'll give them that.
I'm gonna put Miami #4 because their administration doesn't seem to care as much about football as much as they used to but they're in too good of a recruiting ground in South Florida to where a good coach could still turn that around pretty quickly but the fans are ridiculously fairweather, doesn't help that the stadium is so far away from campus, the Orange Bowl was at least historic.
USC #3, I don't feel like the admin is quite as dissociated from football and they still have a good fanbase (better than Miami at least) and LA and Cali should be an easy sell and a good recruiting area. The right coach kills it here and the Pac 12 isn't the SEC gauntlet either
Comes down to Florida and LSU, and I'll put Florida #2 and LSU #1 but I won't argue much if you think they should be flipped, I'm not that much of a homer. Both have 3 natties in the past quarter century so they can obviously both compete for the top goal, both are in fertile recruiting grounds with administrations willing to invest heavily in FB in the top conference in NCAA. I give the edge to LSU because they're the only big player in their state and Louisiana is pretty fertile itself and also borders Texas so they pluck a few from there as well.

If I were taking the job, I would legit take LSU first.

Florida has no state income tax. It will take $1,000,000 of an $8-10M salary at USC just to pay the 12.3% state income tax rate.
So I drop USC below Florida and LSU because there's no way USC can compete financially. If Florida offers $8M, USC would have to offer $11-12M for the same coach to have the same amount of money left after taxes and living expenses, and there's no way USC pays that.

At the end of the season, most if not all of these should be open. Maybe not Florida but I could see them firing Mullen too.
