The way I read that suggests it's ok to grab in a way that does not illegally impede or illegally obstruct.


Correct.

You can grab all day. It's only holding when the defender tries to get away or turn on you and you don't let go. Additionally, the defender needs to always try to sell the holding just like in basketball when you sell taking a charge.

You can hold the jersey as long as you don't extend your arms. If not then the QBs would be hurt and there would be little scoring.
