New Targeting rules (rulings)

Just get a local judge to issue TRO forbidding the officials enforcing the immediate expulsion and or next game first half suspension.
Judges can have a luxury box, and a court clerk sitting ready to run the rulings to the referee.
Between rulings she can pour drinks for him.
He could even issue TRO on the penalty yards.
