The issue is that there's little to no reason for teams to play in a CCG if it doesn't give you a bye. That's the benefit for playing in your CCG. You get a shot at a bye. But why would UGA or TExas or Oregon or PSU or even SMU want to play in a CCG if that reward weren't on the table? It's just an extra game with no benefit.
