It's going to be on the boosters to get the players to play in the bowl games

Seriously. The people actually ponying up the money are going to have to put it in the kid's contract that he's obligated to play in all the games the team signs up for, barring injury or some other reasonable reason, otherwise the kid ain't gonna play.

The question as to whether he's a student or a pro-athlete is on the table again. He wants it to be paid like it's a job, then it's a job and when the kid takes a hit in the wallet THEN he will play in all the games.
