I don't see how vandy can force penn state to pay it directly, but they can have the buyout be the cost of the facility that franklin has to pay, and obviously he wouldn't go to penn state unless they paid it, becuase he's not going to pay it out of his pocket (so just like a typical buyout at that point)

It's like contracts don't exist to sports fans. Franklin would owe money to Vandy. Penn State would owe salary to Franklin. Vandy then gets money straight from State.
