Yes, and the NCAA has never once in it's history prevented a single person from doing that, nor do they even remotely have the power to since they are a voluntary organization and anyone can leave at any time.
What was prevented was them doing that AND also playing sports. Of which is the right of the NCAA as a private organization.

1976 Reagan was pretty awesome.
But he kind of gave into the neocons after the assassination attempt which was unfortunate. One of the first things I will find the truth about after death was what role GHB had in it. Former CIA guy with ties to the JFK stuff in Texas who wasn't very happy about Reagan and Reagan wasn't very happy about getting stuck with him as VP.
But yeah, Reagan was a bit to the left for me.

I agree that there needs to be an NFL developmental league, but there is absolutely no way the NFL will do that because there is no incentive for them to make one. That would actually be a free market, since there is no league or association where a kid can get paid to play football until he's 3 years removed from graduating HS.
I remember Maurice Clarett challenging that and failing, but it was a completely different landscape then.
