How did the term Flagship get coined in relation to Arkansas?

Serious question and what exactly are they the flagship of?
I do not post a whole lot on the SEC Rant, because I see a lot of obnoxious and idiot fans from other fan bases. I casually browse this particular board and I see this term tossed around a lot in relation to Arkansas.

Outside of the SEC rant, I do not know anyone who refers to them as flagship..
To me it sounds like a self anointed title, because they don't have many other titles, which is understandable.
Some times I like to pretend LSU is a flagship in basketball, then I remember how many times we have choked in the final 4 and I come back to reality.

They are the flagship of Washington County to be exact. Arkansas State is the flagship of the rest of the state.

They're similar to ULL. You know how ULL likes to be known as University of Louisiana and they tend to leave off the "Lafayette?"
