Dude Murray is at least 8 yards away from the play and not even making an attempt on the ball carrier. Just in case you struggle with math 8x3 = 24. That's no where near the vicinity of the ball carrier.

Except for the fact that the rules are diferrent for hitting defenseless players (Elston's case) and defensive players (Dial's case).
Elston can not hit any part of the helmet with his helmet since he hit a defenseless player.
Dial CAN hit Murray's helmet with his helmet IF he doesn't use the CROWN of his helmet to do so since Murray is a defensive player.
These are the rules as they are written. You can say it doesn't look legal and looks cheap. But the fact is.....it is legal.

50-45 = 5
5*3 = 15 feet.
