No the new facility was already in the works. He was responsible for a bunch of idiotic last minute changes that brought delays in completion. Those changes were reversed as soon as he left, again bringing about delays.
There was really nothing good that came from his time in Knoxville

^Those pants were pimp but Dooley was too busy watering his bamboo, feeding his orange dog, worrying about shower etiquette, painting the doors with inspirational sayings like "Opportunity in Nowhere" and looking for Rommel to help him repel the Allied invasion of Normandy to do much coaching.
