Franchione actually recruited very poorly and improperly. There was literally no offensive line depth from 2004-2007. The entirety of his offensive line his final year came from the 2003 class.
The the only scholarship offensive linemen on the 2008 roster were:
G - Michael Shumard
G - Brian Thomas (freshman in 2008)
G - Joe Villavisencio (freshman in 2008)
T - Travis Schneider
G - Evan Eike
G - Lee Grimes
Kevin Matthews was a walk-on, but you basically had 5 guards and one tackle on scholarship when Franchione left.

I think it all depends on A&M, and momentum is the key.
I think A&M is at a much bigger advantage based on size, resources, and recruiting (aka potential). It's not a knock on South Carolina, but on A&M--the biggest underachiever in College Football history. No other program with equal advantages has been less successful--and it's not even close. (I have my theories on that phenomenon, but I don't want to bore you with my "(fricking) longhorn obsessed" conspiracy theories that are, by the way, so fricking demonstrable as to make anyone not willing to at least consider them as true, a person who is either the most obtuse jackass on earth or a fricking longhorn...but I digress.)
If A&M maintains success and keeps the momentum going, A&M is much more likely to get there first because of mass. If A&M wanes, even for one year...it's not certain.

Playing in the SEC requires depth since there are very few Baylor’s, Indiana’s, or Utah’s, on the schedule.
TAM was very fortunate last year with virtually no serious injuries all year. Playing Bama early is a big advantage for the Aggies this year. But can they beat Saban two times in a row.
Even if they win, they still have Ole Miss, Auburn, Arkansas, Miss. St. and LSU.
TAM's biggest worry is experienced depth.
I also get the feeling Arkansas would rather beat TAM more than LSU or Bama.

I understand many players didn't pan out. But I'm talking about landing players that other schools want, which is the most objective way to analyze recruiting success when you don't have the benefit of hindsight.
For the most part, Fran recruiting and signed highly touted players in each class ('07 might be the exception). He had a terrible strategy for lineman. But that falls exclusively on him, not TAMU. His shitty strategy and utter neglect for the lines has nothing to do with whether he could have landed the right players had he not been a frick up.
The point is that TAMU's inherent position insulates it from poor recruiting. Yes, if you put a retard at the helm, that protection dissolves. Just like it would at literally any program.

The best way to build depth is through experience. We get Ole Miss in game 6 (after a bye), Vanderbilt in game 8, and LSU in game 11. A couple of our major contributors this year played as true freshmen last year. All except for Obioha weren't ready until about game 7.

On offense. The defense was riddled with injuries and we still didn't give up more than 30 points per game in SEC play.

These were the extent of your injuries. The worst injuries were no more than questionable to play for one week.
You lost more people to suspensions than injuries last year.
Ryan Swope was shaken up after a big hit in the LaTech game Saturday. He is questionable for the game against LSU.
Nealy hurt his leg in the LaTech game last weekend and remains questionable for the game against LSU.
Deshazor Everett is probable for the game against LaTech this Saturday. He has been battling a shoulder injury.
Kicker Bertolet was "nicked up" and had a swollen ankle after the Arkansas game, but has been practicing through that and should be ready to go on Saturday against the Rebels.
