The way I read this, if you bet $100 on LSU and they win, you win $350.
And if you bet $100 on UGA and they win, Guido shows up and takes another $125 from you for being a wiseguy.

Yes.
If Florida loses to LSU and beats UGA, and LSU is the favorite to win the West, Florida's chances of just winning the East are way better than winning the SEC title - which are, as you say, 40-1 currently.
Sorry if I misunderstood you to be saying that they had Florida's chances of just winning the East at +4000.
