I don't think that any team will be better on paper than a Kentucky team while Calipari is there.
That said, I think we'll have about one year out of every 4-5 that a different team in the conference is actually better. KY will just always have the better talent.

While it could happen, I wouldnt be caught dead using the word "will" for either argument. When you favor 1 and done kids like Coach Cal does, you get a special level of talent. The problem is that they dont always gel like they should because, well, if they are 1 and dones, then they are potentially more than likely ALL star level players. And for a team to gel with those types of players takes a lot of personal sacrifice on their part and a lot of times, they aren't willing to do it.
So basically, if Coach Cal's players gel like they should, like they did this year, then KY will more than likely be the better team. If not, then it will be UT.
That's the way I look at it at least.

If Tennessee is really the team to beat in the SEC, Cuonzo Martin is an elite coach.

I honestly cant think of a particular time when it happened, but I havent followed Coach Cal that closely throughout the years and I'm sure its probably happened once or twice. He is very much like Phil Jackson though in the sense that he is DAMN good at managing the egos. So it probably hasnt happened that often.
