#1 Opposing fans did 'Horns down' for decades & no one cared. What changed? A few years back, a Texas WR scored a touchdown in Lubbock. He did the Tech 'Guns Up' hand sign but did 'Guns Down,' and got penalized. The Texas AD asked the league why our guy get a flag when every does the Horns Down gesture. This is why the league started caring about Horns Down.
