I do wonder if this "maintenance" they've been doing has caused them to turn off or disable certain things (maybe on a particular host server), in anticipation of rolling out something new.
I can also understand how keeping things the same, even while basic site functionality falls down around us, is attractive with limited staff — if any.
That, or simply no one over there gives a frick.
