First, you are mixing active series like Walking Dead and House of Cards with completed series aka Breaking Bad and The Sopranos. Since a series finale is a significant aspect of the quality of the series (just ask Dexter fans), it makes it difficult to rate active and inactive series. But given your list I would say:
1. Breaking Bad
2. Sopranos
3. House of Cards
4. The Walking Dead
5. Sons of Anarchy
My honest opinion is that The Walking Dead and Sons of Anarchy aren't even in the same class as the other 3 in terms of overall production quality.

I put Game of Thrones in the first tier, Homeland in the Sopranos tier.
