They're US property that's primary use is to sweep for dirty bombs, but in the near future will be used by the government to spy on its constituents.

2 things are for sure.
They aren't aliens and they aren't from a foreign country. And many of the videos people post are just airplanes, out of focus planets etc.
What part of our government they are from is a mystery, but they are from our own government, shadow or otherwise.
They are intelligence gathering drones of some sort, but their purpose is unclear.
The dirty bomb theory is interesting, but why don't they fly them in the daytime if that's the case?
My theory:
The FAA Reauthoriziation Act of 2018 expires on December 20th and they want to replace it with a new law that restricts drone usage by civilians even further among other things.
