Variety of reasons, but if it's a dress shirt it makes them last longer and you don't need to wash and/or have them cleaned as often provided you don't get crap on them.
In colder places, the layers give you warmth, and you can always remove them as needed.
In the military, it's required but also keeps your ribbons from poking you as much.
Women will only take your t-shirt as a souvenir since it has your smell, never lost a dress shirt.
Sometimes covers up a cheaper/thin dress shirt.
Style.
When your day is over you can loosen the dress shirt, or just take it off and you still got clothes on. Also in case you need to keep the dress shirt from getting dirty at other points.
I'm sure there are more reasons I'm not thinking of.

As a female I just don’t know. I personally don’t do anything like that other than wearing a bra or bralette to keep my sweater puppies from being wild dogs.
