I've talked abou this structure before, it would be difficult scheduling wise, and I think you would have to have the 4 major conferences and the bottom three in each conference dropped down, etc.
I don't think I can work for collee football though, I have tried to work through it with my friends a couple of times and we always ran into SMS problems.

If you did this, it would have to be by conference. So there would be two or three levels of SEC teams.
