Yea, I think it's fair to say the situations in most of the United States versus parts of Brazil like Rio or certain Central American countries are vastly different. Even our worst cities aren't Rio bad.

These aren't even actual numbers, and I'd wager that even adjusted there are thousands of homicides that are unreported. THOUSANDS.
People don't report crime, including murder. The Mexican government stumbles across huge mass graves all of the time and I'd wager that the vast majority of people who go missing end up murdered, trafficked or turned slave. Especially in places where there aren't adequate record keeping.
I imagine it may be just as bad if not worse in Rio.

Right now I'm neutral until he actually starts to implement some plans.
For now, his ideas need to be implemented with revolution -- so he'll probably just end up spinning his wheels until the next president and not achieve anything. There are a lot of cultural problems that need fixing in Mexico.

I would love to get a government contract and go overseas wherever and just slaughter all the trash that is over there. Would be a glorious day

Why would anyone trust the Brazilian government to get this right? With the amount of corruption in Brazil, I’d be shocked if one of the first 5 people executed isn’t completely innocent of whatever they’ve accused

The Brazilian government doesn't want to get this right. I've been in enough countries with dictators to know that this actually means "quietly remove the most impoverished people with the veil of it looking like we're going after criminals".
The Favelas of Brazil literally operate under their own laws and are just hives for breeding criminals. A lot of people think it's like the movies and that you can just move a few schools, invest some money and you won't have a massive ball of criminal endeavors.
The Brazilian Government has no intention of this going 'right', why else give your cops this amount of liberty? "Desperate times call for desperate measures."
Come on, why is everyone pretending to be completely ignorant of human nature here? Even an Ex-Marine saying stuff like "I HAVE NEVER MET OR HEARD OF A SERVICEMEMBER BEING WILLING TO KILL THEIR OWN PEOPLE...except for the Nazis, Operation Northwoods, the USSR, Cuba, Thailand, 2019 France, Anytime in French history, China, Vietnam etc. etc. ."
In fact, I'd be willing to bet they're banking on a stiff, militant resistance so they have a reason for a cape of "Fog of War".

Should be an automatic Shoot to Kill for Gangs. MS-13, bloods, crips, etc. I got zero problems with this.
