No, it's not in the constitution, but it is inspired by a very prominent time in our history where much of our growth to power was directly linked to the accessibility of our borders for immigrants seeking a better life. Hell, I wouldn't be here otherwise - I'm guessing neither would you.
As to your comment about the Cold War, that shite's been over since '89 - and it was nothing more than a pissing contest between Kruschev and Kennedy/Johnson/Nixon and it also led to a refugee situation in 1975. And just like now, it involved several players whom we previously gave aid and support - Ho Chi Minh, for one.
My point is this: we just keep on making the same mistakes, resulting in the same consequences. Either we stop the rinse and repeat foreign policy of the last 65 years or we are going to keep enduring the same consequences, one of which is housing refugees from the places we are meddling.
We keep sticking our dick in crazy. When that results in making a baby, we have an obligation to support the baby. Maybe one day we'll figure out to stop sticking our dick in crazy.

You are the epitome of hypocrisy. Like all SJWs, you put on the great facade of compassion but would never put your money where your mouth is.
You have a two bedroom townhouse. Do you havens living room? What about a sofa? Why can't the Syrian family sleep on your couch and floor in the living room? Surely you can get donations from all of your like minded friends enough to feed these poor souls boxed Mac and cheese and chicken hot dogs. If you cared as much as you lead on you could easily accomodate a family.
