Portal Rules?

As I understand once a player enters the transfer portal he can’t be told how much NIL money he will get until he signs with the team.

1. Players can hire agents
2. Players can’t get paid for performance or get incentives for playing good or it is a NCAA violation.
3. Coaches can’t promise any money or it is a NCAA violation.
4. Boosters/Collective can’t recruit or talk with a player or his agent until he signs with the team or it is a NCAA violation.

There are rules, but it will be hard for the NCAA to enforce.
