de Oca fanned 12 in 7 innings. He still lacks secondary pitch control which forces him to throw about 8 more pitches per inning than he should.

Compared to years past, his control is much improved. Just as important (or more so) than the 12 K's is the only 2 walks. The start before he had 8 K's and 0 walks. Getting the extra year is going to pay off HUGE for him if he keeps this up much less improves as the year goes on.

He has better command of his FB, but he will have to be able to locate his change in the zone to win in conference play.

That would be nice but probably asking a bit much. I'm ok if he can't throw it for a strike as long as he can keep it near the zone. Anything offspeed isn't necessarily meant to be a strike out pitch for him. It is to keep timing and eye level off. You don't need to throw it for a strike in order to accomplish that.

Obviously, if he could throw a 2nd and/or 3rd pitch for a strike, that would be awesome and probably make him a potential first rounder. I'll take a top 10 rounder from him.
