Because there are large "lawless" areas in Russia, and if you get into an accident and are not at fault they won't give you the time of day in court unless you have concrete proof.

It just means that you were picked by the state posters that are located somewhere around the golden triangle. It just means that they thought you were the best on the draft board when their time came.
