How does up/down vote work?

I tried searching and found nothing.
Speaking the truth on the Rant can generate a lot of downvotes. Are these bad? Is it more of a guide as to where the Rant stands, a mechanism for discipline, or more of an engagement guide where red is as good as green?

A little rarely known nugget, if you mistakenly upvote/downvote, you can refresh the page then change your vote. Once the page is refreshed a second time, the vote will show that has been changed.
