Admins: Is there a formal process to get access to another team's board?

Is there some type of criteria (such as a certain number/percentage of "support or yes" votes or a specific thread) for a poster to get access to another team's board?
I saw the sticky thread at the top of the Help Board, but I thought that was just for new posters to the SECr.
