It is tame compared to what politicians do to women when given the chance. 
"Grabbed by the neck and kissed" can happen in many different tones: could have been a choke hold or a caress.
It is a big problem if this is how he relates to women, i.e. "you are an object and I want to do something to you," and he is about to enter a place where the density of young women is high.

I thought it was JUST HAZING? Can we stop believing what we read on message boards. Hope someone eats crow on that comment.
